2022 онд Их эзэн Чингис хааны мэндэлсний 860 жилийн ойгоор Монгол Улсын Ерөнхийлөгч Ухнаагийн Хүрэлсүх дэлхийн үнэт өв, түүх, соёлын дурсгалт газар Орхоны хөндийд шинэ Хархорум хотыг сэргээн байгуулах зарлиг гаргасан.
Монголчуудын түүхэн уламжлал, хүсэл тэмүүлэл, эв нэгдэл, шударга ёс, цог хийморийн илэрхийлэл болсон Төрийн далбааг Ерөнхийлөгчийн зарлигийн дагуу “Их хаадын цэцэрлэгт хүрээлэн”-д өнө мөнхөд мандуулах ёслолоор Хархорум хотын бүтээн байгуулалт эхэллээ.
Ёслолд Монгол Улсын Ерөнхийлөгч У.Хүрэлсүх оролцож хэлсэн үгэндээ, монгол түмний ариун гал голомт болох Орхоны хөндийд Хархорум хотыг бүтээн байгуулахдаа сурвалж бичиг, археологийн олдвор, нотолгоонд тулгуурлан 800 гаруй жилийн тэртээх дүр төрх, Их хаадын сүр хүчийг шингээх ёстойг онцоллоо.
Мөн авто зам, төмөр зам, нисэх буудал, ус, дулаан, цахилгаан, хог хаягдал боловсруулах үйлдвэр, цэвэрлэх байгууламж, ногоон бүс, хөдөө аж ахуйн кластер, гол, нуурыг сэргээх зэрэгт нэн тэргүүнд анхаарах шаардлагатайг тэмдэглэв.
Цаг хугацаа, хөрөнгө, хүч хөдөлмөр шаардах бүтээн байгуулалтад төр, засаг, хувийн хэвшил, түмэн олноороо нэгдэж, нэгэн үзүүрт сэтгэлээр Хархорум хотоо сэргээн байгуулах үйлсэд идэвхтэй оролцохыг уриаллаа.
Тэрбээр Хархорум хотын ногоон байгууламжийн ажилд сэтгэл зүрхээ зориулан, идэвх санаачилга гарган, хөрөнгө зарцуулсан байгууллага, аж ахуйн нэгж, иргэдэд ард түмний нэрийн өмнөөс талархал илэрхийллээ.
Хархорум хотыг бүтээн байгуулах хүрээнд нийт 1,500 га талбайд нэг сая гаруй шилмүүст болон навчит мод, сөөг тарьж ургуулна.
Сүүлийн сар гаруйн хугацаанд төр, хувийн хэвшил, түүний дотор уул уурхай, ойн болон модны салбарын 40 гаруй байгууллага, аж ахуйн нэгжийн 800 гаруй хүн 550 гаруй мянган мод тариад байна.
“Их хаадын цэцэрлэгт хүрээлэн”-д гэхэд л төр, хувийн хэвшил хамтран 11 мянган ширхэг мод тарин, 13 мянган кв.м авто зогсоол, 11 мянган кв.м явган зам тавьж, цахилгаан, гэрэлтүүлэг, худаг, усжуулалт зэргийг шийджээ.
Шинэ Хархорум хотод 500 мянган хүн оршин суух бөгөөд 285 мянган ажлын байр бий болж, үүнийг даган бүс нутгийн хөгжлийг тэтгэх хот болно гэж тооцоолж байна.
Төр, захиргааны болон олон улсын байгууллага, гадаад улс орнуудын Дипломат төлөөлөгчийн газар төвлөрсөн, нийгэм, эрүүл мэнд, дэд бүтэц, өндөр технологийн үйлдвэрлэл, орон сууц, соёл, урлаг, аялал жуулчлал, ногоон байгууламж, бусад үйлчилгээ хөгжсөн ухаалаг хот байхаар төлөвлөсөн.
Тухайлбал, хотын нийт талбайн 50 хувь нь ногоон байгууламж, 30 хувь нь барилгажих талбай, 20 хувь нь авто зам байх юм.
Хот байгуулахтай холбоотойгоор Өвөрхангай, Архангай аймгийн нутаг дахь Орхоны хөндийд 189 мянган га газрыг улсын тусгай хэрэгцээнд аваад байна.
Хархорум хот нь түгжрэл, агаар, ус, хөрсний бохирдол гээд нийгэм, эдийн засаг, иргэдийн ахуй амьдрал, эрүүл мэнд зэрэгт сөргөөр нөлөөлж байгаа хүн амын төвлөрлийг задлах, эрүүл, аюулгүй орчинд амьдрах нөхцөл бүрдүүлэх, нийгмийн суурь үйлчилгээг хангах, суурьшлын шинэ бүсүүд бий болоход томоохон хувь нэмэр оруулна.
Улсын Их Хурал Хархорум хотын төлөвлөлт, бүтээн байгуулалт, хөгжлийг дэмжих тухай хууль баталж, Засгийн газар Хархорум хотын Захирагчийн Ажлын алба, Хотын болон Эрдэмтдийн зөвлөл ажиллуулж байна.
Одоогоор “Их хаадын цэцэрлэгт хүрээлэн”-гээс гадна “Мэдээлэл, сурталчилгааны цогцолбор” байгуулж, Хөгшин Орхон гол, Хэлтгий цагаан нуур, эртний нийслэлийн туурийг сэргээн, хотын бүтээн байгуулалтын ерөнхий төлөвлөгөөг боловсруулж байгаа юм.

There’s a ‘ghost hurricane’ in the forecast. It’s one of many used by forecasters around the world. All models have known biases or “quirks” where they tend to overpredict or underpredict certain things. The GFS is known to overpredict tropical storms and hurricanes in longer-term forecasts that look more than a week into the future which leads to these false alarms. The GFS isn’t alone in this — all models struggle to accurately predict tropical activity that far in advance — but it is notorious for doing so. For example the GFS could spit out a prediction for a US hurricane landfall about 10 days from now only to have that chance completely disappear as the forecast date draws closer. This can occur at any time of the year but is most frequent during hurricane season — June through November. It’s exactly what’s been happening over the past week as forecasters keep an eye out for the first storm of the 2025 Atlantic hurricane season. Why so many ghosts? No weather forecast model is designed in the exact same way as another and that’s why each can generate different results with similar data. The reason the GFS has more false alarms when looking more than a week out than similar models – like Europe’s ECMWF Canada’s CMC or the United Kingdom’s UKM – is because that’s exactly what it’s programmed to do according to Alicia Bentley the global verification project lead of NOAA’s Environmental Modeling Center. The GFS was built with a “weak parameterized cumulus convection scheme” according to Bentley. In plain language that means when the GFS thinks there could be thunderstorms developing in an area where tropical systems are possible – over the oceans – it’s more likely to jump to the conclusion that something tropical will develop than to ignore it. Other models aren’t built to be quite as sensitive to this phenomenon and so they don’t show a tropical system until they’re more confident the right conditions are in place which usually happens when the forecast gets closer in time. The western Caribbean Sea is one of the GFS’ favorite places to predict a ghost storm. That’s because of the Central American gyre: a large disorganized area of showers and thunderstorms that rotates over the region and its surrounding water.
